Neem oil absorbs into the plant material and trans-locates (moves) though out the plant... even it it is on the soil it can be up-taken by the roots. I would steer clear of Neem at all costs. It's so persistent that I have read research that shows evidence of the substance that is Neem oil to last for several generations when cloning.
I had some spider mites and sprayed them with a fine mist of 95% EtOH. That is so pure that evaporation happens quicky and I saw now damage done to the leaves or plants. DON'T drench it, and especially not at all during flower as Trichomes are soluble by alcohol, not by water. Rain won't loose Trichromes, but EtOH sure will... basis for making Golden Dragon Tincture.
