Plants Look Funny

my plants are in there 13 day of vegetative stage and they are looking real funny they are curling inwards and they wont grow at all but they are green as ever here are some pics could you please help

It may be phosphorous deficiency. What's your soil like?

the type of soil i use is expert gardener perfect mix all purpose potting soil
i use filtered water and my fert is miracle gro and it is 8-7-6

What type of light do you use and how close is it?

flors and they are 2 120 wats and they are about 4 inches from the light

How many times have you given them ferts? PH of water?

i was foilar feeding selzer water and the ferts everyday for about a week. before that i was using filtered water and the ferts about three times a week

so i guess it was to much ferts for the little babys then. when should i use the ferts then and should i foliar feed
