When is the best time to use ferts????

Hey guys i was wondering if you could tell me when the best time or how big my plants should be when i start using ferts?? And how much i should use for each plant???

wait till they are fairly rooted or about 8-10 inches tall, and then use half or 60% of the required mix of nutrients and slowly start adding more untill they are very healthy and can take 100% ferts. at least that is what i did, but who knows, others will chime in with there ideas. there are many knowlegeable people here.
