is there a difference?
is one more efficient?

...gimme the scoop, cause im changing the location of my grow room, and the new room has 120v sockets and 240v sockets in it
 
It actually does not make any real difference--your electrical costs will be the same. If your ballasts are already set up for 120, I don't know that I would go to the expense to change out the cords, unless the 120 circuit is too small for your growing needs.
 
240 Volt helps when you use more amperage than your circuit can carry.
A 15 amp circuit on 120 would be double the amperage of the 240 Volt.
240 uses approximately half the amount of amps as a 120 Volt so you can put more amps on a 240 Volt circuit. This means You can use more wattage in an area that would not support it otherwise. Ie. less amps means You can use more watts. This is important when your home's electrical service is older and smaller like 75-125 Amp services.
