I discovered one of my HPS bulbs burned out last night. Does the ballast and/or starter get damaged if they continue to get voltage when the bulb goes?

I do not have an electronic ballast.
 
nope, not at all. It will still produce current, but if there is no path(bulb filament) for it to pass thru It will not harm anything. Kinda like if you run your water hose with a kink in it, the pressure is there but nothing can pass thru the kink. hope this helps.
