This is a ceramic metal halide that connects to a hps ballast

This bulb was recommended to me by my local hydro shop for veg. Last run I used a 1kw HPS hortilux eye for veg because i did not have $ for a separate veg setup. Everything turned out great, i just felt running 1kw for 18hrs a day was a little overkill for 12 plants. I have the funds for a separate veg setup now.

My question is, will this be enough light? I plan on having 12 girls in veg (from clone) in 1 gal soil pots for about 3 weeks, or until they are close to 18" tall (before i flower). It claims to have the same output as a 600w, but Im worried I will be a little light on lumens (for 12 plants). One advantage of this 400w ceramic metal halide bulb is it is designed to stay on for 24hrs daily. By comparison, my 1kw hps puts out 100,000 more lumens, so even though (the 1kw) does not have a good spectrum for veg should I expext comparable results, better, or worse?

I have a air-cooled hood, xtra-sun 1000w hps ballast and 1000w hps bulb currently. This ceramic bulb allows me to use the same vented hood i have now, but i need a different ballast (400w hps).
