I'm sure it works, but same as all products, I'm pretty sure it doesn't work as well as it is advertised. 47% more peppers? As compared to what? Full grow with just water?
 
This is nothing new, just new claims. I would imagine you are correct neo, they are comparing it to straight water. People have been using dried seaweed aka kelp for a long time. Kelp is cheap and readily available at most gardening or hydro/grow shops. It has vitamins, minerals and nutrients. It's good for people too.
