little bugs in soil

yesterday, one of 9 plants, outdoors, in containers, little tan bugs in soil, when disturbed, they would fly up and seemed to white color when they came up,colors could be off, cause I am color blind with certain colors and shades, did not see any on plants, does anyone know what these could possibly be, have looked around on internet, have not found any bug that resembled them,sprayed with light half strenghted sevin, needed 30x magnify to see them in soil, have not seen them on any of the other containers, or no activity in one I sprayed, just curious to find out what they might be.

Hey loe..maybe knats..try feeding from the bottom or add some perlite to the top..knats dont care for it..makes it hard for them to get to soil
