plant dying...dont know what to do

this plant has nitrogen difficiency but i dont know what to do for it because the soil is still damp and i dont want to overwater it. i gave it a 7ml per gallon dose of a botanicare growing solution over a week ago, but it is not getting better. does anyone have any tips on regulating humidity or has had a similar problem?

the deficiency MIGHT be caused by a nute lockout due to poor ph, do you know what you runoff ph is?
