Richmond’s electrical inspections going back on, program sniffs out grow-ops

Richmond’s electrical safety inspection program is poised to be plugged back in.

Coun. Derek Dang, chair of the community safety committee, said if council agrees with Tuesday’s committee recommendation, steps will be taken to minimize any potential harm to mistakenly targeted local homes.

Based on power consumption data provided by B.C. Hydro, the program identifies homes using a large quantity of electricity, and gives notice that a team of electrical inspectors and firefighters will be conducting an inspection out of safety concerns.

Although the program’s focus is safety, it was crafted to deal with the city’s proliferation of marijuana growing operations inside houses, condos and townhomes.

But not every home that uses lots of power hides a marijuana grow-op.

In fact, of the 126 inspections conducted in 2007, only 64, or a little less than 50 per cent, showed evidence of a marijuana grow-op.

In 2008, only 52 inspections were completed, and only six showed signs of marijuana.

Dang said that unlike past practice, a police car will not be parked out in front of a house being inspected, to avoid unfairly stigmatizing the homeowner who may be perfectly innocent.

Instead, before any inspections are completed, a threat-assessment will be conducted, and the police cruiser will be parked in the neighbourhood, but in direct two-way communication with the inspectors in the event of a problem, Dang said.

Aside from sniffing out grow-ops, this program has been successful in acting as a deterrent to criminals. The number of homes with high power consumption numbers has decreased in Richmond and other communities operating similar programs, Dang noted.

The program has largely been well received by the community, Dang said, and he believes the benefits are clear.

Aside from posting an inspection notice on the door, efforts will be made to track down the owner of the home, in the event it is a rental property, to keep the owner apprised of the inspection any what is found.

Nice to live in America:

"The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."

That would be a direct quote of the Fourth Amendment to the United States Constitution.
 
Exactly. A good lawyer here in the States would get you out of any charges that came from your house being searched due to a high electric bill. That's why I posted the fourth amendment.
 
In case you were unaware, the Patroit Act over rides some of those 4th Admendment rights, in the name of National security of course.
Leo simply needs to made the smallest connection to " National Security " to almost void your rights.
How's this;
The patroit Act ALLOWS for a " sneak and peek " warrantless search !
YES, TRUE !!!!

Simply put this means IF LEO decides a national security risk is at hand they can enter a home without a warrant, without notifying the tenants or homeowners before, during OR after the search.
AT NO time are they required to inform you they were ever in your home !!!!!

Now, who makes the decision as to " national security " ?
EXCATLY !!!!!

P.S. as to MY knowledge, no one has won fighting charges against the patroit act.

This is a small example of how "outside" forces are taking away the American way of life and American rights.
Within 5 years Americans WILL lose most of their freedom of speech rights !
The bills are already written and going through for signing.

My E.bills only 250-300 a month,I pay it gladly.Round these parts the E. company said phucc you were not tellin. Go E company .They know we use a lot oh watttts,they wanna get paid!I know of not a nethon who had the E bill waved in the face.
Hal I suppose if my E compant was snitchs Id be jackin em also.This guy I know puts $200 in a envelope each month 4 his E guy(diffrent county).He told me he popped their tab and went to work.Next month when his meter reader confronted him he simply oppened his wallet and handed over 2 $100's and told him to look under the brick each month.PHUCcIN BALLZ

And to my knowledge, no one growing a small amount for personal use, and no sales, has had their home searched under the patriot act....
 
One cop car in the neighborhood would do nothing to stop some growers from getting psyco. We here are nice easy going growers but there are mean crazy growers with bad attitudes and serious fire power. I know I wouldn't want to be one of these firemen searching a gang run grow house.

The Gov. has already claimed that any and all illeagal drug activity aids terrorists. There's your tie in to the Homeland security nonsence. The gov. dose'nt care about contitutional rights, your rights will always be suspended, ie. violated, if it suits the govs purposes.

i was not stating that alone would constitute a peek and sneak, BUT, as all can see from the last election, ANYTHING is possible !!!!
Lies, fraud, deception, anything goes.

My point, for those who need explanation, is/was that the way of American freedoms and liberties are being stripped from us each day !
Soon enough no warrant WILL BE NEEDED AT ALL!
If you view bills written as of late you will see for yourself.

P.S. this is ALL public knowledge if you know where to look.
