Effective in what sense? How effective the light is depends largely on the size of your grow space....a 400w mh/hps light can be plenty effective for one grow space and not nearly effective enough in another larger space...
You want to hve 3000 lumens per sqr foot for veg and 5000 lumens per sqr foot for veg. So you need to get the square footage of your grow space and then multiply it by 3000 or 5000 depending on if you are vewgging or flowering...so a 3 by 3ft space is 9 sqr feet. You will need 27,000 lumens for veg and 45,000 lumens for flower...

thnx ham. but what i meant was in watts. the smallest ive seen is 400w. like say i had a single bucket dwc.

I don't think that I would go with smaller than a 150W HPS, even with just one plant in a DWC bucket.
