Most Deformed Seedling Ever?

Same seeds from same Cebu stash, germinated the same day, both Deformed, one straightening out,the other dying. Is this a genetic problem??? Healthy one still has purple stem but its greening nicely each day and the leaves look great

Damaged. If you had trouble with more than one seed like this, I'd suspect seed too old, stored in unsuitable conditions, or contaminated somehow.
