I was wondering how tall one should let the ladies get before switching to flowering,and how many, under 1 light would be best?
 
need to know:

1) What size light/ growing area do you have
2) are your plants indica or sativa dominant (you will have to flip sativas at a much shorter height to prevent them from hitting the ceiling)

and how many plants per light depends on how long you want to veg. for example, under a single 1000W you could run 40 plants with almost no veg time, or 9 plants with 3-6 weeks veg time, depending on the strain
 
No matter the decision remember your production is measured in grams per watt. The more plants you have the less each one will produce and the oppisite occurs. I use between 9 and 12 plants per 1000 watt light, each is about 2 feet tall on entering the flowering cycle. To determine the height of a plant for veg it's important to consider it's current structure and projected growth rates. Indica naturally will stay shorter and some Sativas can get out-of-controll tall with growth mis-management. You have to consider your success rate also. More plants means things are a little more forgiving - screwing up one isn't the end of the world if you have 20 others or some thing like that. best of luck and remember - Grams per watt or grams per lumen.........
