Cloning a Budding shoot or stem?

Can this be accomplished? There is a budding plant that there is only one of and it needs to be cloned. Is it too late????
Couldn't find any info via the search tool

You can take a clone at any time.
If the plant is budding it will take longer for the clone to root.

I watched a video by High Times saying that it stresses out the plant, when cloning during the budding stage. Not to contredict you ganja, i too am curious is this true?

ANYTIME you cut part of a plant off it stresses the plant.
The best place to take a clone from is one of the lower branches, which don't produce much bud anyway.
Use a sterile sharp razor blade and remove the entire branch at the main stalk.

It's better to take clones off a plant when it's in veg; it roots much quicker.

thank you for clearing this up Ganja. Like i said i didnt know. I was being silly and tried cloning a tiny branch 2 days ago...i was actually fascintated by the jiffy pucks really...lol and i didnt want to waste it.
