does anyone know how to get rid of?

Im not sure of there name but its a bee that cuts the leafs,one day i saw one in action and i bought some neem oil i thought this would help but i guess not they are still hungry for more does anyone have any tips??

That's a new one on me. If you can take a pic of one, that would be usful. Someone may know it by sight. Whack one with a fly swatter and make him smile for the camera.
