having a problem

i have a 400 watt hps high output anyway it was flickering last nite. when i got up the bulb was off so i changed the bulb and now all it will not start but theres a blue glow in the bulb and the ballast is on(its humin).
does any1 know what the prob is?

If new, it sounds like a bad starter in your ballast.

Electronic or magnetic ballast?

electronic and yes the bulb was new new

i just took the ballast apart and the igniter was just laying there and the bolt on the bottem is broke off. i fixed it and it doesnt work still doin the same thing.(nothing looked or smelled burnt)
