Need a Pro's help with DWC seedlings

My seedlings are not growing. For 3 weeks of age they seem stunted and kind of droopy. I'm using a DWC hydro setup with a fogger. My ph is about 6.0 and my nutes are at about 350ppm. They continue to grow roots at a good rate but aren't doing much else. Any ideas? Thanks.

what kind of light are you using?

I have them under 8 26w CFLs 6500k.

How close? and how many air stones? Size of res.?

The lights are a few inches away. I'm using 1 6" airstone in an 8 gallon rez thats about 3/4 full. I'm thinking they are getting too much moisture with the fogger and the roots don't have a chance to ever dry out a little. I just turned the fogger off and will let them just use the DWC for today and see what happens.

Yeah they look overwatered....good idea.
