Neem oil question

I need to know if I'm able to use neem oil on flowering marijuana plants the plant is probably third week into flower

not 100% sure of this.
There was talk about CHS where people have bad reactions to weed and some were connecting that with possible neem oil use.
I will bring that up when I meet globally with my group in October
