if the plants are small for there age should i give chemical there about 3 weeks old and still small should i wait i think it would be to much for them

Jeff, please give us more information to work with in order to help you.

The plants are small. Over-watering can stunt their growth. Not having enough light can also stunt growth. Without knowing anything about your plants, I'd say that if they're otherwise healthy, leave them be.
