a simple outcross does not produce a new strain. It creates a whole new set of pheno types. Inbreeding, selection, and stabilizing is a must to be able to name it.

A Bx doesn't make a stable true strain (may make it limit pheno varation, but thats it), cubing then generational inbreeding to ensure stability is a must.
A true breeder will not release there beans or name it until they ran it down to ensure no hidden undesirable traits like herms. Stress tests a must as well.
