You could also check the ballast.
A HPS ballast consists of 3 parts: The transformer, the capacitor and the igniter. A metal halide generally has just the transformer and capacitor.

As for voltage, 110=3 connectors. 1 hot, 1 neutral, 1 ground. 220=4 connectors. 2 hot, 1 neutral, 1 ground.
pH could be the problem. Coco coir is a hydroponic medium. Try for a pH of 5.8-6.0.

I have those same bags. I use jars though. When my jars get cloudy with trichs, I wash it with isopropyl alcohol for "hash". It should work on the bags.
