I'm not sure about your ?, have the seeds even broke open with a tap root or anything? If not they dont need any light till they break the surface in their pots upon being planted. Might want to try and put a few in a glass of strait h2o for a day or 2 and see if they will do anything..
Bugs can be a issue, MJ likes to have RH about 45-60%. Less wont cause any issues specifically due to a low RH%, you will have to water more as the soil wont retain as much H2O. Upon flowering the RH should be lowered to the 30% area imo.
