2months flowering lots pistils ,no budd

i have a plant that is 3 feet tall and has been flowering for about 2 months now , it has lots of white pistils , but my problem is that it is not budding at all ? im using a hydroponic system drip setup with the3 piece general hydroponics nutrients and other extraz and im doing 12/12 cycle why iznt it budding ?

Can you post a picture so we can tell if its sativa dominant or indica dominant....plus do you have ANY light leaks or light interuptions during it's 12 off hours.
If you know the strain that would be even better.
