I'm new, 2 questions: flowering? and plant's too tall...?

I think my plant is TOO tall how can I tell and how can I fix it?

question #2:
this is my first time growing my 1 plant I have and I've never "put a plant into flowering"? before, how can I tell when it's ready and what exactly needs to be done.
