moldy soil

My buddy just called me he has a plant in week 3 of flowering and has discovered mold on his soil, what should he do?
 
Tell him to stop over watering his plant. Let the soil dry out real good. remove the top layer of soil and replace with fresh. Like Geezer said reexamine you ventilation or maybe a circulating fan
