Want to grow inside with just water?

Is this possible to just use a regular 100 watt light bulb with a reflector and use water to feed the plant?

Yes...it's possible but definitely not worth the time and effort.

i've been growing my 2 plants on sunlight and a desk light, 4 days after planting in the soil(pre germ in a paper towel for like a day and a half i let them go) they both have their first set of leaves and look pretty healthy. i'll be upgrading shortly but it gets the job done for now.
