how many times a day should i water my seedlings?

hey all

i have started my first grow with some bag seeds plus im doing it on a budget of about nothing! but thats ok i have done my reading and im well prepared i just need a little advice here and there.so any how what i am not sure about is how moist i should keep the soil?
my seeds have been planted for about 12 hours now(which i germinated in cotton wool to about a 1/4 inch)

keep moist..do not over water or soak the soil.. let soil dry out before you water again.. keep us posted on your progress or any other questions u may have. goodluck
