Clip water leaves when blooming or not?

I was wondering since watching Anderson Cooper's clips on marijuana if it were better to clip the water leaves to let more light to penetrate further down and allow the lower buds to get bigger.

Seen on those clips where some plants that only had buds and a dude was pruning the leaves.

What's the consensus?

How about half of the big water leaves?
