Try attitude and a reputable breeder.....if they were radiated they wld not hve even sprouted. They wld be bird feed. 4 weeks is not a long time to show sex in the grand scheme of things. 4-6 weeks seems to be average I believe.

I'm getting confused here. Are they just out of veg? Or have they been 12/12 light for 4 weeks? If the seeds sprouted,, but just aren't sexing, I am not sure that there is something wrong with the seeds.
Tell us more about your space, your lights, what medium you are using, what you are feeding them, etc, etc. Inadequate lights and/or light leaks will prevent flowering.
