? - new buds growing on older buds

Hey guys, i was wondering if any of you ever get new growth on older buds? I have a few buds growing on older ones. It makes it a little harder to decide when to chop. I posted some pics in my journal but they really didn't show that great as to new vs old. Any ideas on why this happens? Thanks.
