small buds

hey guys. this is my 3 foot plant. it has been budding for over a month and the buds are really small and im not getting a cone on the top. Why? i am using bat guano . i killed 2 by using chemicals so im staying away from fertilizerrs. Or should i be using them? what do you recommend for budding?20-20-20? i dont know what the ph is because in my country they dont sell that stuff. plus the leaves are wilting but ever when they have been watered. let me know if you need any other info. oh its being grown on my balcony. i have about 1 month till the sun disappears till december.

This is why its not budding well, it needs more light.
Fertilizer will only help when its getting everything else it needs.

Does look to be sativa, they have a long flowering period and will still beef up more.

Also try a pool or Pet supply house for PH tester or E-bay.

How large is your container? I'd worry that the roots don't have enough space to support proper growth. It could just be the photo that's throwing me off on it's size though.
