Which one is the best

What is the best way to germinate?....I have heard that i should get like a heating pad(from like walgreens or some store) and then placing the seeds in there and wait for days....I have also heard that i should go just ahead and place them in soil and wait for them to sprout?...which one would you guys recommend or if you have any other ways..just go ahead and post
