The site said it was a Capacitor in heat shrink.

Looks like an inductor, but if the say cap.... Never covered a cap with more heat shrink.
Usually done to prevent shorting.

Yeah I never messed with heat shrink on a capacitor. Anyway, I'm guessing the guy is going to replace the Level because we haven't heard anything more. Its been fun though.
