The site said it was a Capacitor in heat shrink.
Those IC are to advanced to be old Jap stock

But they swell at the top not bottom when bad

But Caps do pop at the top they have tiny cut groves cut into most so they pop the tops for easy finding

That isnt a picture of a bad capacitor. And that picture didn't say when bad.
And yes i have replaced capacitors many times.
