If you're going for electricity savings you might want to look into LEDs. I've seen some pretty good plants grown under LEDs. Plus you will save on cooling your room, all that you need to do is get fresh air in there but you really don't have to worry about exhausting any heat.

All that you need is the airpump, it will move your water around enough, but you do have to change out the water/nute solution in the reservoir every week or two.
